Today USCIS issued an emailed press release indicating that it would continue to accept H-1B petitions subject to the 2010 cap, meaning that they do not think they received enough petitions to meet the caps yet.
We do not yet know how many petitions USCIS received, nor how long the remainder of the 85,000 H-1B “slots” will last, but will continue to monitor the situation.

Could you mention the source because there’s no official annoucement on the USCIS website. Also, if this is true, does it mean that all the application received thus far will be approved? I appreciate your efforts. Thank you.
USCIS hasn’t yet loaded it onto their press room, but it has been posted to the public section of http://www.aila.org, and I got it by email. I’ve added a link to AILA in the post.
If USCIS’s count is accurate, it means all of the cases received so far will be accepted for processing, and that it won’t be a lottery to determine who goes to the next step of adjudication.
Acceptance does not guarantee approval; a petition may still be denied (because, for example, USCIS does not believe the job requries a bachelor’s degree, or an employer cannot document that it has contracts to which the H-1B can be assigned).
