USCIS hasn't yet loaded it onto their press room, but it has been posted to the public section of www.aila.org, and I got it by email. I've added a link to AILA in the post.

If USCIS's count is accurate, it means all of the cases received so far will be accepted for processing, and that it won't be a lottery to determine who goes to the next step of adjudication.

Acceptance does not guarantee approval; a petition may still be denied (because, for example, USCIS does not believe the job requries a bachelor's degree, or an employer cannot document that it has contracts to which the H-1B can be assigned).

Mr. Stock,

Could you mention the source because there's no official annoucement on the USCIS website. Also, if this is true, does it mean that all the application received thus far will be approved? I appreciate your efforts. Thank you.
